DIRSINew Background Papers are available for download in the Regional Dialogue on the Information Society’s (DIRSI) web page. These papers are part of the research project "Mobile Opportunities: Poverty and Telephony Access in Latin America and the Caribbean".

The analysis made in these background papers has identified the importance of mobile access to the poor, its process of growth as well as a series of regulatory and market barriers for increased mobile telephony access and use by the poor. Mobile Use/Adoption by Micro, Small and Medium Enterprises in Latin America and the Caribbean, by Antonio Junqueira Botelho and Alex da Silva Alves (Brasil)

The paper is based on an extensive review of different aspects of the mobile telephony and MSMEs topics. It analyzes the impact of telecommunications on economic growth in developing countries, the LAC MSME scenario, experiences from other countries and the implications to Latin America and how mobile telephony can be translated as a lever to enhance entrepreneurship and MSME growth to promote economic development in the region.

In the conclusions it summarizes findings and suggests research areas and strategies necessary for a better understanding on the importance of mobile telephony for increasing creation and competitiveness of LAC MSMEs, particularly those operating in the informal sector and at the bottom of the pyramid.

Genderstanding Mobile Telephony. Women, Men and their Use of the Cellular Phones in the Caribbean,  by Hopeton S. Dunn and Leith Dunn (Jamaica)

This document provides a baseline study of how men and women use mobile communication devices in the Caribbean within the contexts of rural and urban settings and across different age ranges. It overviews the global ICT development and the mobile telephony market, with a special focus on Jamaica and the Caribbean. The mobile trends that emerged from the study are also detailed in the conclusions and they set the basis for the proposed research strategy.

Pro Poor Mobile Capabilities: Service Offering in Latin America and the Caribbean, by Kim I. Mallalieu (Trinidad y Tobago)

This paper establishes the background for analytical and empirical examinations of mobile opportunities and service capabilities in Latin America and the Caribbean. It reviews the ICT applications and services, from a pro poor perspective including m-commerce, m-governance, m-health and m-gaming. The major cellular mobile providers in Latin America are detailed and also information about mobile penetration in the region.

Market Structure and Penetration in the Latin American Mobile Sector, by Judith Mariscal (México)

The objective in this paper is twofold. On the one hand, it seeks to analyze the process of consolidation that the region experiences today in the mobile market and on the other, identify the impact this market concentration has had on mobile penetration. The ultimate objective behind this analysis is to understand how the trend in market structure may impact the use of mobiles by low income sectors of the population in Latin America.

Mobile accessibility in Latin America, by Roxana Barrantes, Aileen Agüero (Perú), Hernán Galperin and Andrea Molinari (Argentina)

This paper contributes to the discussion about regulatory tools that can enhance the access to telephony services by the poorest. A detailed cost analysis and different alternatives that are offered to these sectors is the key information of the study, also it reviews how these services impact the poorest consumer budget.

Influence of regulation in the Latin America mobile telephony growth market, by Jorge Dussán Hitscherich (Colombia)

This study analyzes the regulatory frame of the mobile telephony industry as a key element in the changes that this service has produced. It focuses also in the different aspects that contribute to enhance the connectivity conditions for the poorest.
