This report was one of the several resources made available for the Market Mechanisms for Spectrum Management workshop organised under the ITU's Shaping Tomorrow’s Networks Programme. This event was held in Geneva from 22 to 23 January 2007 at ITU Headquarters, and was organized by ITU and the Ugo Bordoni Foundation. The workshop's main objective was to identify global trends and best practices in radio spectrum management. Several thematic background papers prepared for the workshop have been made available online. Among them, a contribution by Roberto Ercole, Optimising Spectrum for Future Mobile Service Needs, explains how mobility will continue to be a strong driver for mobile services and spectrum demand. Ercole notes that Europe is in a transition phase from a control system of spectrum to a more liberalised spectrum market, and analyes the role of GSM in increasing the economic welfare of countries, providing jobs and tax revenues. The paper includes mobile data services growth and mobile services availability projections, 3G handsets penetration until 2009, fixed mobile voice traffic substitution and a case study on spectrum harmonisation in Europe and fragmentation in the US. Ercole asserts the importance of mobile services for economic efficiency and growth in developing markets.
