RegulatelRegulatel, the Latin American association of regulators, produces two regular online publications. The online magazine, Latin.tel, presents different perspectives on regulatory issues; the Boletín Electrónico periodically presents telecom news briefs from the different national markets, and highlights one or two particular developments in more detailed articles. The most recent issue of the Boletín Electrónico provides an in-depth look at the telecom sector in the Dominican Republic.

The report depicts the Dominican Republic as a country with a relatively low teledensity of 10%, but with a high penetration of mobile services - 47.3%, with more than four million subscribers in a competitive market. There is low Internet usage (15%), for which half of connections are broadband and half are via dial-up modem. The report includes a list of telecom service providers offering fixed and mobile telephony, domestic and international long distance telephony, cable TV and Internet access. There are also references to tariffs and number of subscribers per service, teledensity and technology. 

Chile’s progress towards the Information Society
A second focus of the current bulletin is the Chilean government’s opening up a bidding process for developing the Austral Fiber Optic Project. Sergio Espejo, Minister of Transport and Telecommunication of Chile announced this project in January during the first meeting of the Consejo de Desarrollo de las Telecomunicaciones (council for telecom development). This initiative one of the projects subsidized by the Telecom Development Fund.

Espejo noted that the main objective of this project is to complete the national fiber optic backbone running from Arica in the north of Chile to Puerto Montt in the south, and that could ultimately reach the Chiloé and Coyahique islands. In his opinion, Chile’s future depends on new technologies and on democratic and universal access to telecom services. Given this priority, the Chilean Telecom Development Fund has been increased and the Ministry of Transport and Telecommunications has further funds to promote these connectivity projects. Pablo Bello, the Telecommunications Subsecretary, said that the mission of the Chilean government is to make Internet the basic service of the XXI century.

In addition, the bulletin provides a list of upcoming regional and international telecom events, as well as training opportunities.
