Anatel, Brazil's telecommunications regulator, wants fixed line operators to install public access terminals (TAP) to provide dial-up internet service in January 2007.
The installation of public internet facilities is a requirement of concession contracts signed by Telefonica, Telemar and Brasil Telecom in December 2005. Each public telecommunications service location (PST) is supposed to have four internet connections. The TAP tariff for internet access is US$ 0.054 for two minutes. Anatel expects that 1,795 locations will be in operation by January 2007 in 30% of municipalities. There is a significant gap between the number of internet subscribers and the number of internet users in most countries. In Brazil, the latest ITU figures (2004) list 7.9 million internet subscribers, but 22 million internet users.
