The texts include a number of background papers about WDR as well as the text describing the current research cycle theme, "Indicators and Benchmarks of Performance in ICT Development". The documents below have been translated by Jianling Kyle, a Research Fellow with LIRNE.NET. Jianling has more than five years experience with network economy regulation in Ireland, most recently with Comreg, the telecom regulator.
