LIRNEasiaWDR's Asian partner, LIRNEasia has been selected by the World Bank to be the new Course Partner responsible for delivering the annual core course on Infrastructure Regulation and Reform for the South Asian Forum for Infrastructure (SAFIR) from 2006 to 2008. SAFIR is the leading regulatory capacity building organization in electricity, natural gas, telecommunication, water, transportation sectors for South Asia.

LIRNEasia will be responsible for designing the content of the core course, marketing, organizing and hosting the event in a location in South Asia. The first course will be held in Sri Lanka and the venue for the second course is yet to be finalized.

Under LIRNEasia’s management, emphasis will be placed on systematically identifying and developing an intra-regional and Asian pool of resource persons. The core course will be targeted to mid-senior level professionals within regulatory and policy organizations and operators. The central premise of LIRNEasia’s approach to capacity building is that good theory leads to good practice. The strong academic networks of LIRNEasia will be mobilized to ensure that SAFIR courses will draw on the best of scholarship in regulatory economics.

SAFIR has a membership of over 30 regulatory agencies, research institutes and regulated companies from the countries of Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka. SAFIR was established in May 1999 to assist in the building of regulatory capacity in the infrastructure sectors.
