Guyana is drafting a five-year legislative reform plan to increase competition in the telecommunications sector, Prime Minister Sam Hinds said.
Hinds assured the nation that a lot of work has been done on the draft legislation and the government is in discussions with a telecom expert "to refine the existing drafts". Almost two years ago, Cel-Star entered the mobile market. More recently, the government and Irish-based firm, Digicel, signed a Memorandum of Understanding (MOU), paving the way for increased competition in the sector. Digicel is expected to be granted an operating license soon. "The company has indicated to government that it is considering the option of a possible purchase of Cel-Star as an alternative to establishing a new company," Hinds said. If this happens, "Digicel will be required to return one set of frequencies to ensure that no company enjoys a more favourable frequency allocation that the other," Hinds added.
