The Ministry of Transport and Telecommunications of the Government of Chile, through the Undersecretary of Telecommunications, started, on May 18th, a public consulting process called “Removal of Obstacles for the Development of the Telecommunications in the Short Term." The purpose of this initiative is the identification of the main obstacles of the present regulatory framework. The idea is to permit an efficient development of the market in terms of competition, investment incentives and protection of the interests of the citizens and telecommunication service users. The norms and procedures to participate in this public consultation are published in an Document Base. In this document it is mentioned that the Government of Chile decided to call to this public consultion to analyze and to correct or improve the present regulatory framework and its administrative procedures, as a way to put them in the best possible syntony with the commercial and technological evolution of the markets. The final goal of this consultation is the design and implementation of middle and long term policies that build the “Work Agenda Telecommunications 2010”, which aims to give a global look at regulatory framework, identifying topics that require a special revision, analyzed in a prospective prospective, according with the keys of evolution of the telecommunication sector and with the fundamentals of public policies of equity, competitiveness and individual protection. The initial intention is the immediate elimination of some technical and regulatory rules that complicate the development of telecommunication market, rules that are now obsolete or have ambiguous meanings for administrative understanding. It also seeks the elimination of legal grey areas and obstacles to an adequate processing of the various demands of businesses users, generating delays in the implementation of projects or in the claims attention duty and accusations. For this identification and correction of regulatory and administrative obstacles, it is considered indispensable to be helped by the market players, by means of a public consultation. The objective is that this consultation will allow Government to modify, to remove, to reformulate, to create or to understand specific technical and prescribed rules, in which is necessary to give an impulse soon to the agents of the development of the market, and, in addition, to favor the later revision of the agenda of telecommunications 2010. This public consultation intends to include the participation of all organisations and people that are interested in the telecommunication industry:
The time limit for the reception of comments ends June, 19th, 2006. Comments will be published from June 20 in the web page of the Department of Transportations and Telecommunications. The Government - will issue a document of conclusions of this public consultation. |
