The WDR ![]() No. 00, 30 January 2002 World Dialogue on Regulation LaunchedJanuary 30, Denmark and the Netherlands. The online component of the World Dialogue on Regulation for Network Economies (WDR) was launched today with the release of the first three WDR Discussion Papers. In the paper Building the Regulatory Foundations for Growth in Network Economies, William H. Melody highlights some predominant characteristics of network economies and discusses their implications for information infrastructure rollout and "next generation regulation" in developing and developed countries. "Even before the first phase of telecom reform has been completed in most countries... it has become apparent that the objectives, scope, powers and priorities of regulation for 21st century network economies must be reassessed in light of ICT and media convergence on the one hand, and the network development possibilities of multisector utilities on the other." The paper, Some Implications for Regulation of ICT and Media Convergence was prepared by the WDR/LIRNE.NET research team at the Centre for Tele-Information,Technical University of Denmark. The paper examines the relationships between technology and market developments and policy and regulatory initiatives. The paper prepared by the WDR/LIRNE.NET research team at the Delft University of Technology, looks at the case for Multisector Utility Regulation, and the implications for the efficiency and effectiveness of regulation in driving information infrastructure rollout. The World Dialogue on Regulation for Network Economies (WDR) is a flagship project initiated by infoDev, Global Information and Technologies Department, World Bank. Foundation partners also include the LIRNE.NET Universities (Technical University of Denmark and Delft University of Technology, NL), and The International Telecommunication Union, Telecommunication Development Bureau (ITU/BDT).
