Please forward the e-Brief to interested colleagues and let them know they can subscribe for free from the WDR website at http://www.regulateonline.org/. -------------------- -------------------- Spirited debate at WDR Expert ForumThe WDR annual Expert Forum was held on 12-13 September in Skodsborg, Denmark under the Chairmanship of Dr. Pekka Tarjanne. Participants from all regions of the world were selected for their expertise on the Dialogue Theme under examination, their contributions to the dialogue over the past eight months on the WDR web site, or their work on PhD dissertations in the field. The focus of discussion was the draft background paper that has been posted on the web site for the past month. Contending views on all sides of all issues made for spirited debate. A preliminary report of the meeting is on the WDR website at: http://regulateonline.org/forum2002/expertforum.htm -------------------- -------------------- Dialogue Theme 2003: Stimulating Investment in Network DevelopmentThe participants at the WDR Expert Forum agreed that the Dialogue Theme for 2003 should focus on investment and the roles of the regulator in helping to stimulate investment in network development. This arises not only from the desperate need for network rollout in most developing countries, and the concerns for broadband upgrading in developed countries, but also from the drying up of investment funds for the telecom sector in the wake of the ICT sector stock market collapse and the corruption in the US industry. The precise formulation of the theme was not determined at the Forum, and further advice is welcomed until the end of October. A description of some of the options being considered is on the WDR website at: http://regulateonline.org/forum2002/theme2003.htm -------------------- -------------------- WSIS to look at investment in ICT infrastructureOne of the themes agreed to at an "informal meeting on content and themes" for the World Summit on the Information Society (WSIS) appears to tie in well with the proposals for WDR's research and dialogue theme for 2003. The report of the meeting, which took place September 16-18 and was attended by 173 government delegates from 100 countries, lists "Information and communication infrastructure: financing and investment, affordability, development, and sustainability" as a theme that must be high on the WSIS agenda when the Summit begins in December 2003. Authored by Anders Henten and Rohan Samarajiva, coordinators of the WDR research teams in Denmark and the Netherlands, the report critically examines both the rationales and the practical questions of implementation for the two models of regulation with a view to contributing to informed policy choices. The National Telecommunications Commission is developing a memorandum circular that will define interconnection standards and make the negotiation of agreements more straightforward. NTC representative, Edgardo Cabarios said companies often argue that indirect interconnection, routing traffic through a third-party carrier, qualifies as interconnection under the law. Over the past six months the number of "hits" has tripled to more than 30,000 per month, with 3,500 visitors in September the site received more than 3,500 individual visitors. The site has been particularly successful at disseminating WDR research, with 3,500 copies of the various WDR research papers downloaded. In the three weeks since they were posted, more than 450 copies of the draft final report and executive summary have been downloaded. The e-Brief is also attracting attention, with more than 1,000 subscribers to it receiving regular news about WDR by email.
