Welcome to the second issue of the WDR e-Brief for 2003. WDR e-Brief is an electronic bulletin from the World Dialogue on Regulation for Network Economies (WDR). The e-Brief keeps you informed of new documents and ongoing discussions on our website and features information and comment of interest to the regulatory community. Dialogue 2003 launched with new WDR paper
WDR's Dialogue 2003 was launched 6 March 2003 with the release of a new WDR paper. The paper Stimulating Investment in Network Development, by William H. Melody, introduces the theme, explaining that it stems not only from the desperate need for network rollout in developing countries, and concerns about the slow rate of broadband network upgrading in most developed countries, but also from the drying up of investment funds for the telecom sector. WDR 2002 Report -- Request for translations

The final report on the 2002 research theme, ICT Convergence Regulation or Multisector Utility Regulation, was released last month and is available for download from the WDR website in English. While translation into a few selected languages is being considered, a number of people have requested translation of the Executive Summary so they can share the ideas in the report with colleagues in their first language.

Join the 2003 Online Dialogue

With the release of the background paper for Dialogue 2003, the online forum has also been launched. In his opening posting to the Forum, WDR Managing Director William Melody wrote:

The challenge is to turn telecom regulators from being the causes of regulatory risk into being the causes of reductions in investment risks in the telecom/ICT sector. Although different countries will have different priorities, there are common issues and priorities across a great many countries. For the first month, we want to focus on the top priority issues that regulators must attend to in order to make a mark in the short term. What are they and specifically what should regulators do? Once we have heard from people on this matter, we will move on to more specific questions.

Face-to-face dialogue begins in Johannesburg

The WDR Dialogue 2003 on how telecom regulators can stimulate network development started at the LINK Centre, Wits University in February. At the Trade and Industry Policy Strategies (TIPS) Conference in Johannesburg, William Melody and Alison Gillwald addressed the human capital investment issues, with particular reference to building regulatory competence and effective training programmes. Link Centre gets support from IDRC

The Canadian International Development Research Centre (IDRC) has selected the LINK Centre for a major research project on ICT issues that will enable LINK to facilitate both African research networks, and African participation in global networks. As part of this initiative, the project will support LINK participation as a full research partner in this year’s World Dialogue on Regulation (WDR) Theme, Stimulating Investment in Network Development: Roles for Regulators.

This will permit much greater participation for Africa in this year’s WDR activities. An Expert Forum is being planned at LINK later in the year. IDRC will join infoDev, ITU/BDT, and the LIRNE.NET universities as foundation partners for this year’s WDR programme.

WDR researchers to present paper at Euro CPR

Two WDR-researchers, Anders Henten and Markus Schneider from Center for Tele-Information, will present a paper at the annual European Communication Policy Research conference in Barcelona March 23-25,2003. Entitled Has liberalization of telecommunications failed in Europe?, the paper is based on an empirical analysis of the developments in performance and competition in the European telecom markets. WSIS: WDR helps define "Visions of the Information Society"

The second global preparatory meeting for the World Summit on the Information Society was held in Geneva February 17 to 28. As a contribution to the meeting, the ITU commissioned a series of papers aiming to present various perspectives and to examine a number of key themes on the information society. Two WDR/LIRNE.NET associates were involved in the project.

Professor Robin Mansell, holder of the Dixons Chair in New Media and the Internet at the media and communications programme at the London School of Economics and Political Science presented a paper entitled The information society: A developed world perspective examining the information society from a developed country perspective. Bruce Girard, who directs WDR's internet strategy, was co-author, with Séan Ó Siochrú, of Information wants to be free, which examines issues of communication rights in the information society.

Other papers in the series dealt with network security, accessible and affordable ICTs, education and human capital, and the information society from a developing world perspective.
