New WDR book available in print and online
The final report from the second WDR research cycle has been released in both print and online formats. Edited by Amy Mahan and William Melody, the 382 page book contains the body of research and country case studies undertaken to investigate issues and perspectives on the theme Stimulating Investment in Network Development: Roles for Regulators. The book is available as a free download or can be purchased for US$29, including shipping. Discounts are available for research and training institutes. WDR Online Dialogue to begin June 20
The next WDR Online Dialogue is dedicated to the current WDR research theme, Diversifying Participation in Network Development, and will be held in the Dialogue section of the website beginning 20 June 2005. It will run for six weeks, until 29 July. The Online Dialogue has been a central feature of the WDR network since its inception. It invites comments, questions and discussion from WDR participants and observers, based on their own experience, research, analysis or observations. It also provides researchers an opportunity to disseminate some early results of their investigations on the WDR theme. More information at: http://www.regulateonline.org/content/view/434/40/
Research
The first draft report has been completed by the LINK Centre as part of the "African E-Index: Understanding supply and demand by measuring ICT access and usage" topic of WDR's third research cycle. Among its key findings, the South African 2004 e-Index survey shows that there is considerable evidence to suggest that the protectionist policies that accompanied the privatisation of the national telecom operator have not served the country well and while they allowed for the maximisation of state assets this occurred at the expense of the ICT sector and indeed the national economy. The researchers working on this project have circulated a questionnaire requesting information you can provide, or point them towards, on a number of topics such as consumer research findings relevant to telecom affordability, relevant good practices and innovative service offerings designed to improve affordability, regulatory requirements on operators intended to make telecom service affordable, and information on demand elasticities. The World Dialogue on Regulation is proposing to hold an Expert Forum in February 2006 for the Latin American and Caribbean (LAC) region. Partners include the Institute for Connectivity in the Americas (ICA) and Regional Dialogue on the Information Society (known by its Spanish acronym, DIRSI). The Forum will seek to strengthen LAC research on information infrastructure and services development, consolidate working relationships between the region and the international core of WDR expertise, and build synergy between the WDR and DIRSI research agendas. LIRNEasia and Vanguard Foundation, in collaboration with the Sri Lanka National Committee of Large Dams, have conducted an Expert Consultation as the basis for developing a concept paper on an Early Warning System for Dam Related Hazards. Most of the Sri Lankan experts on dam management and safety were invited to this event. The 8th Annual International Economics of Infrastructures Conference was held at Delft University of Technology in the Netherlands, 26-17 May 2005. Speakers from academia, business and government addressed issues of investments, finance and safeguarding public interest in relation to the domains of telecom, energy and water. Workshops topics included a Research Program related to WiFi, Changing Power Systems, and Drinking Water Supply. The Global Information and Communication Technologies Department (GICT) of the World Bank held an ICT Strategy Workshop on New Frontiers in Technologies –"Policy and Market Implications" in Washington, D.C. 21-22 April 2005 to examine the strategic directions to take in shaping its future ICT agenda. It was evident that the Washington Consensus, the policy of the recent past which relied almost entirely on centrally driven market solutions will not be sufficient for the future, and that local market initiatives, public-private partnerships and strategic public investments to combat market failures will be part of a more sophisticated and responsive approach.
