Over 500,000 low-income Peruvian households could become a target market for fixed line operators that can offer service for between 25 and 30 soles (US$ 7.68 – 9.21) a month, Osiptel chief Edwin San Román said.
"The results of our study show these sectors as a target market and willing to pay companies providing the service in all the country," said San Román. According to San Román, any of the 10 operators are permitted to provide the service if they wish, since they all have the right to offer telephony services throughout Peru. If the companies decided to provide the service at those rates, fixed line penetration could double, the reports said. Higher income households already have fixed line penetration levels similar to those in developed countries, according to the study. Fixed line penetration among low-income households stands at 48% while mobile teledensity is 31%. However, there are significant differences in penetration rates between cities and rural areas.
