The Telecom Regulation Authority of India (TRAI) and infoDev held a one day workshop on Convergence, VOIP and Regulation in Delhi, 10 March. LIRNE.NET provided international experts William Melody, Ewan Sutherland, and Reza Tadayoni who joined TRAI officials with presentations and discussant comments before a lively group of 50 participants from TRAI, the Ministry and the sector.
Although the workshop focused directly on the priority issues for India, it drew significantly on international experience and noted the common generic issues that must be addressed by regulators and policymakers in all countries, and developing countries in particular. The workshop examined relations among technical, economic and regulation issues, emphasizing that although Voice Over Internet Protocol (VOIP) is the catch phase for discussion, a more precise label is Everything over IP (EoIP). Voice telephony is simply the last service to be integrated into the platform using IP. The workshop contributes to the current WDR Dialogue Theme, Diversifying Participation in Network Development. A reference paper based on the workshop contribution will be available in early May. For more information, contact William Melody.
