The final paper of WDR's 2nd research cycle on Stimulating Investment in Network Development is now available for download. Regulation & Investment:Case study of Bangladesh by Harsha de Silva and Abu Saeed Khan assesses the lack of development in the Bangladesh telecom sector. Their work builds on the Telecom Regulatory Environment (TRE) assessment methodology used for the case studies of Sri Lanka and India.

The TRE methodology assesses the different components of the regulatory environment: market entry, scarce resources, interconnection, tariffs, and anti-competitive practices - and sheds light on the perception of risk, and ability to attract investment to the sector.

The eleven papers produced for the Stimulating Investment in Network Development theme are currently being finalised and will be published in a book in early 2005.
