| Africa: CTO to Establish a Pan-African Universal Service Fund |

The Commonwealth Telecommunications Organisation’s (CTO) director, Bashir Patel, says the CTO is bringing together African states to establish an African Universal Service Fund and Access Association. Patel said that the association would be the first of its kind in the world and would address ICT challenges in both urban and rural areas of Africa. The association would pool funds and assist African countries to develop and connect rural communities. Some of the challenges the Fund could address include effective utilisation of funds, affordability and sustainability. "African governments need network extensions and cost effective solutions to serve the needs of their communities for sustainable social and economic development of their respective countries," Patel added.
