The Russian government has implemented a license condition requiring all telecommunications operators to provide information on payments to the universal service fund. The requirement takes effect on April 1. The universal service fund was established in July 2005 to subsidize telecommunications access in unserved localities throughout Russia, regardless of population. The fund also provides resources to ensure Internet access is available in each community with a population greater than 500. Both fixed and mobile operators are required to contribute 1.2% of revenues excluding those from interconnection and traffic routing services. Operators pay into the fund quarterly.
