The World Dialogue on Regulation for Network Economies is concerned with regulation and governance for network economies. We conduct research, facilitate online dialogue and discussion among experts, and publish and distribute papers, reports and other relevant information. The dialogue theme for the current research cycle is "Indicators and Benchmarks of Performance in ICT Development".

If you think you know, or would like to know the answers to these questions, and more, then join us in an interactive quiz, ‘Teleuse at the Bottom of the Pyramid’ at the 3rd Global Knowledge Conference, GK3 at the KLCC, Kuala Lumpur, Malaysia (11-13th December 2007). 

Other questions to be discussed include:
  • How often do the poor top-up their prepaid accounts?
  • How important are telephones to them?
  • Who is using brand new mobile handsets?
  • How important is customer service to the BOP?
  • Does a ‘gender divide’ really exist?
  • Who knows what the internet is?
  • How important is coverage to the BOP?
  • Who can type their own SMSs?

With the next billion telecom users expected to come mainly from emerging markets, we urgently need to understand their dynamics of telecom use, especially at the bottom of the pyramid. Who is using what devices for which purposes, and how much are they willing or able to pay? What does this mean for governments, telecom operators and activists? Draw fresh insights from LIRNEasia's survey findings from India, Pakistan, the Philippines, Sri Lanka and Thailand.

The session will include the screening of a brief, informative documentary on the study, and will also include the launch a mobile use survey by the Latin America and Caribbean network, Regional Dialogue on the Information Society (DIRSI).
