Conatel, Honduras’ telecommunications regulator, is holding an auction for a third mobile operator license. The prequalifying process starts on July 2. Bidding rules will be available until July 27. The spectrum to be auctioned will be in the 1,870-1,890 MHz and 1,950-1,970 MHz bands. The auction announcement was unexpected. Many, including consultant Oscar Andino, expected Conatel to wait for state-owned fixed line incumbent Hondutel to enter the mobile market before another license was awarded. Andino said that for two years, Hondutel has been allowed to offer mobile service, but has yet to do so due to a lack of funding. Regardless of who enters the mobile market, a new entrant will have face two large competitors: market leader Tigo, owned by Millicom, and Claro, owned by America Movil. In order to make significant inroads in the market, another well-financed competitor, perhaps Telefonica, would have to enter the process.
