The appetite to own a mobile phone is still very high in every part of Kenya, hence this is one of the fastest growing markets for the facility in the world.

But it is also a region with a very high 'flashing' rate as well. According to the Informa Telecoms & Media’s World Cellular Information Service, in August 2005 a Kenyan GSM network estimated four million flash calls were initiated daily from its network.

This indicates that despite the high subscription rates, tariffs affordability remained a big problem. Mobile phone users in Tanzania have resulted to a ‘flash language’; where for instance flashing once may mean "I am on the way"; flash twice "I am waiting downstairs"; flash thrice "I am at home" etc.

After decades of waiting, telephones have finally begun ringing in villages and rural areas across Sri Lanka.Not mobiles, nor standard landlines, but a clever combination of the two that is quickly making telephony accessible to all.

CDMA is commonly used by operators in Asia and elsewhere for faster mobile phone connections but in Sri Lanka it is being used to provide fixed-line access so that telecommunication is available at affordable prices even in the most far flung regions.

Indian Universal Service Fund unduly serves incumbent

Research conducted by LIRNEasia shows that the telecom subsidy mechanism operationalized through India’s Universal Service Fund (USF) has unduly served the interests of the government owned incumbent telecom company Bharat Sanchar Nigam Limited (BSNL).

For the disbursement of the USF operators were asked to bid for the least amount of subsidy they required to roll out in the rural areas. However, the least-cost subsidy auction favored the incumbent and resulted in the attenuation of competition. Prima Facie the mechanism was transparent, but the auction design restricted participation only to operators already present in the defined service areas.
