Global Dialogue on Mobile Government |

The World Bank, the Development Gateway Foundation, e-GovWorld, e-Gov Monitor, and IIS-Russia are hosting a global dialogue on mobile services, which are quickly emerging as the new frontier for transforming government towards citizen-centricity and one-stop multi-channel delivery. Mobile services extend the benefits of remote delivery of government services and information to those who are unable or unwilling to access public services through the Internet or simply prefer to use mobile devices. In theory, many government services can now be made available on a 24x7x365 basis in any place covered by mobile networks, which today means almost everywhere. |

Governments and companies can now register ".asia" regional internet domain names. DotAsia Organisation Ltd., a non-profit organization, is responsible for operating the .asia top-level domain registry [TLD]. The registration officially opened 9 October with a "Sunrise Period" during which DotAsia will accept priority registrations from registered trademark and service mark holders as well as governments in the region. The general public will have to wait until February 2008 to get a .asia domain. |

India's rural broadband proposals |

According to Telecommunications Online the Telecommunications Regulatory Authority of India (TRAI) has issued a series of proposals aimed at boosting broadband access. They include allowing universal service funds to be used to subsidize satellite backhaul charges when providing broadband links to rural areas and encouraging the state-owned operators BSNL and
MTNL to supplement their broadband
efforts by appointing franchisees to provide DSL-based services in rural areas. |

The GSM Association in Latin America and AHCIET have released a study by Frost & Sullivan positing that “government support of mobile telephony in rural and semi urban areas has been minimal if observed from the perspective of mobile operators” (p. 63, emphasis added), and based on their study's findings makes recommendations that will better enable the private sector to further extend mobile services. |

In October 2006, the Association for Progressive Communications (APC) released a new APC Issue Paper: The importance of convergence in the ICT policy environment. The author, Kate Wild, presents an introduction to the importance and challenges of convergence and provides resources for further study.
