ICT & disaster research findings discussed

LIRNE AsiaThe findings of a pilot project designed to learn how ICTs and community-based training can help in responding to disasters such as tsunamis were discussed by community leaders and international experts at a workshop on “Sharing Knowledge on Disaster Warning with a Focus on Community-based Last-mile Warning Systems” held on March 28th and 29th, 2007 in Sri Lanka. The project is part of LIRNEasia's work related to the WDR theme on ICTs and disasters.

A partner with LIRNEasia and Sarvodaya in Evaluating Last-Mile Hazard Information Dissemination (HazInfo) project, Dr Gordon Gow from the University of Alberta, Canada made a public lecture titled Responsive Innovation for Disaster Mitigation in Colombo, Sri Lanka on July 20, 2006. The lecture falls within the WDR research and discussion topic ICTs and Disaster Warning.

Webhamuva Project Presented at World Bank Event

lirneasiaOne of the results of WDR partner LIRNEasia's research on disaster warning was showcased on 6 April at the World Bank’s launch of the Small Grants Program (SGP) 2006 in Sri Lanka. The Webhamuva project was initiated by LIRNEasia as part of a series of projects that it has undertaken in the area of ICTs for disasters.

National Science Foundation workshop on tsunami detection

WDR partner LIRNEasia has done considerable work in disaster warning as part of the current WDR research cycle. Rohan Samarajiva, executive director of LIRNEasia, participated in a National Science Foundation (USA) workshop on tsunami detection. The following is from his report:

Is it possible for advanced sensor networks to reduce the uncertainty in this situation? I think yes. This is a good case for long-term fundamental research funded by the NSF. On the public warning side, there is no need for fundamental research at present. Just hard-nosed implementation will do.

23 January 2006 (Lanka Business Online) – Over a year after the 2004 December tsunami, residents of 32 affected coastal villages will test a satellite based disaster warning system, prior to coast wide implementation.

Singapore - SMS terror alerts

The government of Singapore is considering using text message alerts on mobiles to keep people away from the site of a terrorist attack or large-scale accidents, said the home affairs ministry in a statement yesterday. South Korea and the Netherlands already use SMS alerts for such situations and India, Malaysia and Finland are also said to be considering their use.

DevNet member, Lance Hinds worked with a group of professionals to prepare an advocacy brief - "Facilitating Effective Disaster Management : A response from the Caribbean Information and Communication Technology Community. To Prepare for Disaster: Small is Beautiful in Media

In an interview published in Media Action, Pat Longstaff, Associate Professor of the Public Communication School at Syracuse, says that current media policy, and commercial media’s drive for profit, are producing communication systems that are more vulnerable to natural disasters and terrorist attacks, and make us more vulnerable.

Supporting small-scale, community-based and self-sufficient communication systems, such as community radios, is a good way of preparing to deal with disasters. This should be supported by policymakers dealing with emergency preparedness.
