Understanding African ICT demand on the agenda for WDR expert forum |

The findings of the study on ICT demand in nine African countries will be examined and their implications debated by African regulators, policy makers and researchers at the World Dialogue on Regulation Africa Expert Forum. The Expert Forum has been rescheduled and will now be held in Addis Ababa, Ethiopia on 28 February 2005.
While Africans are making unprecedented use of information and communication technologies, with over 52 million mobile subscribers across the continent, in Uganda less than 1% of households continue to have access to fixed line telephony and only 0.3% to Internet access. |

Researching pro-poor strategies in Latin America |

The telecommunications regulatory research group established at a meeting in Montevideo last November has a name - REDIS in English (Regional Dialogue on the Information Society) and DIRSI in Spanish (Diálogo Regional sobre Sociedad de la Información). It has established a number of research priorities and will meet prior to the Latin American regional WSIS conference in Rio de Janeiro in June. At the meeting, to be held June 6 and 7, the researchers will discuss progress on four research topics. |

Major steps were taken toward the consolidation of a regional research network focusing on pro-poor telecommunication strategies for Latin American & the Caribbean (LAC) during a meeting in Rio de Janeiro, Brazil on 6-8 June 2005. Known by its Spanish acronym, DIRSI, the Regional Dialogue on the Information Society (Diálogo regional sobre la sociedad de la información) brings together researchers from Argentina, Bolivia, Brazil, Canada, Chile, Peru, Colombia, Jamaica, Mexico, Trinidad & Tobago and Uruguay. LIRNE and the World Dialogue on Regulation are founding members of the network.
The network has embarked on an ambitious pro-poor research agenda with an equally ambitious timeframe, planning to publish its first results in time for November’s WSIS summit in Tunisia. |

The Group of Eight leading industrialized countries (G8) is meeting in Germany June 6-8. Last month a high-level policy forum was held in the UK to answer the question “What priorities for the German G8?” In the area of ICTs, the main document proposed a focus on five suggestions for the G8. LAC research offers south-south synergies |

Researchers from nine Latin America and Caribbean (LAC) countries met in Montevideo, Uruguay to establish priority research themes for pro-poor strategies to address digital inclusion. The Regional Workshop on ICT Regulation and Equity was convened November 11-12, 2004 in Montevideo by the Institute for Connectivity in the Americas (ICA) and is part of a global IDRC initiative on pro-poor, pro-market ICT policy. LIRNE.NET/WDR associates, Bruce Girard and Amy Mahan, participated in the workshop. |

WDR's Asian partner, LIRNEasia is sending its Lead Economist Harsha de Silva to participate on a MIT scholarship to the first ever executive course offered by the Poverty Action Lab this summer. The Abdul Latif Jameel Poverty Action Lab, a unit within MIT's Department of Economics, serves as a focal point for development and poverty research based on "randomized trials". |

Consultation Process for Disaster Warning System for Sri Lanka |

In response to the catastrophe of December 26th 2004, LIRNEasia, a WDR partner based in Sri Lanka, is collaborating with the Vanguard Foundation to help better prepare Sri Lanka to face disasters that may come its way. This project will produce a "people’s concept paper" based on international best practice and wide local consultation, for a disaster warning system, while educating policy makers and the general public.

Expert Forum: National All Hazard Disaster Warning System |

The Vanguard Foundation and LIRNEasia held an Expert Consultation, on January 26th 2005 in Colombo to obtain views and ideas on a national all-hazards warning system for Sri Lanka.
Four presentations were made, providing a broad framework for discussion with participants, to provide input for a concept paper that Vanguard Foundation and LIRNEasia will produce, with recommendations for such a system. |

RIA! developing E-usage Index for Africa |

Research ICT Africa! (RIA!), a collaborative network of 12 African research institutions coordinated by WDR's African partner, the LINK Centre has embarked on an ambitious project to understand demand and access strategies of consumers for fixed, mobile and Internet services in various developing country contexts. For this project RIA! is developing an E-usage Index that will cover Botswana, Cameroon, Ethiopia,Ghana, Kenya, Mozambique Nambia, Nigeria, Rwanda, South Africa, Tanzania, Uganda and Zambia. |
